Carroll County Maryland was created in 1837 from parts of Baltimore and Frederick Counties. In order to levy property taxes on land owners within the new county’s boundaries, a tax assessment was performed in that year for the nine newly established election districts.
It is believed that other African Americans are listed. Without being listed as “Black Man” there is no way to confirm the information.
